fccd199 
The plan file was committed with unresolved merge conflict markers
from a prior automated merge. Resolves to the completed (✅) state,
matching the already-merged engine_helpers_test.go implementation.
Regenerates PLAN.md catalog which was broken by the invalid YAML.
